output:

Description: Static function to check the solve flag in vert $\rightarrow$solve of the element structure E with the value of mask. The check uses a 'bitwise and' of vert $\rightarrow$solve with mask and so if either vert $\rightarrow$solve or mask has a zero value the final value of vert $\rightarrow$solve will be zero.
