Description: Static function to store set edge $\rightarrow$link and edge $\rightarrow$base of edge 'id1' of element 'eid1' to edge 'id2' of element 'eid2' as described in ReadSetLink. The edge $\rightarrow$con flag is also set if two edges of a similar id are adjacent or if a local edge id '0' meets a local edge id '1'. Only the edge with the highest element eid has the flag set to 1.
